I think it may be necessary for the operator to <br />submit a separate technical revision application plan to clarify the proposed loadout <br />revegetation plan, eliminate outdated information, and provide additional detail regarding <br />soil reconstruction, liability period crop management, and success criteria. <br />It is entirely possible that some of my assumptions addressed here above are incorrect, <br />and if so, some of my proposed review comments may need to be revised or eliminated. <br />Let me know what you think, and let me know if you have any questions. Here are my <br />suggested adequacy comments. <br />I noticed that the rill and gully plan was revised, and initially threw in a comment about <br />submitting an annual rill and gully report. But for an underground mine with fairly <br />limited disturbance, you might rather just deal with it as an inspection issue as necessary. <br />That's your call, and you probably noticed the changes they inserted, but I thought I <br />would mention it. <br />TR-48 REVIEW COMMENTS <br />1. There is an apparent typographical error in the first sentence of the second <br />paragraph of revised page 63 of the reclamation plan. Distributed should <br />apparently be disturbed. Please correct the error. <br />2. Appropriate planting window(s) should be specified in the Revegetation Schedule <br />on amended page 68. Language in the first paragraph of the schedule is confusing <br />and lacks specificity. Also, Figure 2.05-5 of the Final Abandonment Appendix, in <br />Volume 6A, presents a schedule for completion of various reclamation tasks in <br />specified areas. Backfilling of the East Mine area is scheduled for 2007, but no <br />time frame is specified for seeding and mulching. There is no entry for <br />revegetation tasks associated with West Mine reclamation. <br />Please amend the narrative on page 68 and the Figure 2.05-5 schedule to <br />clarify planned revegetation timeframes. <br />3. The section heading on amended page 68 should apparently be (2) (e) rather than <br />(2)(a). Please amend the section heading as appropriate. <br />4. On amended page 72, extensive surface roughening is proposed for south and <br />west facing slopes. Due to favorable effects on steep slope seed catchment, <br />micro-sites for seedling establishment, moisture retention, and erosion control, we <br />would recommend use of extensive roughening on all final reclamation surfaces <br />to be broadcast or hydro-seeded. <br />Please amend the narrative to specify extensive roughening seedbed <br />preparation on all areas to be broadcast or hydro-seeded, and provide <br />2
