E. Stover & Associates
P.O. Box 60340
Grand Junction, CO 81506
STATE OF COLORADO

RE: Bowie No. 1 Mine, Permit No. C-81-038, Bowie Resources LLC
Technical Revision No. 48, Reclamation Plan Revisions, Adequacy Review
Dear Mr. Stover:
COLORADO
D I V I S ION OF
RECLAMATION
MINING
SAFETY
Bill Ritter, Jr.
Governor
Harris D. Sherman
Executive Director
Ronald W. Cattany
Division Director
Natural Resource Trustee
The Colorado Division of Minerals and Geology (Division) has finished its review of the Bowie Resources
LLC (BRL) submittal of Technical Revision No. 48 (TR-48) for the Bowie No. I Mine. The Division has
several questions and comments concerning the TR-48 submittal. In addition, the TR-48 adequacy review
generated additional questions on other aspects of the Bowie No. 1 Mine reclamation plan. Since BRL is
beginning new reclamation activities at the Bowie No. 1 Mine, the Division believes that these reclamation
issues need to be dealt with in some way now.
1. There is an apparent typographical error in the first sentence of the second paragraph of revised
page 63 of the reclamation plan. Distributed should apparently be disturbed. Please correct the
error.
2. Appropriate planting window(s) should be specified in the Revegetation Schedule on amended
page 68. Language in the first paragraph of the schedule is confusing and lacks specificity. Also,
Figure 2.05-5 of the Final Abandonment Appendix, in Volume 6A, presents a schedule for
completion of various reclamation tasks in specified areas. Backfilling of the East Mine area is
scheduled for 2007, but no time frame is specified for seeding and mulching. There is no entry for
revegetation tasks associated with West Mine reclamation.
Please amend the narrative on page 68 and the Figure 2.05-5 schedule to clarify planned
revegetation timeframes.
The section heading on amended page 68 should apparently be (2) (e) rather than (2)(a). Please
amend the section heading as appropriate.
4. On amended page 72, extensive surface roughening is proposed for south and west facing slopes.
Due to favorable effects on steep slope seed catchment, micro-sites for seedling establishment,
moisture retention, and erosion control, we would recommend use of extensive roughening on all
final reclamation surfaces to be broadcast or hydro-seeded.
Please amend the narrative to specify extensive roughening seedbed preparation on all areas
to be broadcast or hydro-seeded, and provide additional detail regarding the extensive
roughening procedure(s) to be employed (e.g. track-hoe gouging or contour dozer ripping
specifications).
Office of Office of
Mined Land Reclamation Denver Grand Junction • Durango Active and Inactive Mines
