INTRODUCTION <br />Stephen A. and Elaine C. Urie are the owners of the land that is being proposed as the <br />Urie Gravel Pit, for the purpose of mining gravel. The pit name will be Urie Gravel Pit. <br />The main entrance to the pit is an existing access road that enters onto Rio Blanco County <br />Road No. 46, which in turn, enters onto Colorado State Highway No. 64 approximately <br />1.5 miles northwest of the Town of Rangely. The existing access road will have to be <br />upgraded and extended to the boundary of the proposed gravel pit. The Urie Gravel Pit <br />will be located approximately 1.0 miles northeast of the Town of Rangely. <br />The access road enters property owned by Jeffery Peacock and travels in a Northwesterly <br />direction from the pit. <br />The office, scales and parking area is located at the entrance and contains 3.0 acres. The <br />entire pit area is located on a relatively flat to slightly sloped parcel of land that is north <br />of the White River and approximately 1,400 feet easterly of Rio Blanco County Road No. <br />46. The pit will be mined in three phases with a total boundary of 30.48 acres, of which <br />16.62 acres will be mined. <br />The construction and operation of the gravel pit will involve the use of dozers, loaders, <br />rock trucks, and other heavy equipment in order to remove topsoil, overburden and <br />gravel. Other equipment that will be located on site during portions of the year will <br />consist of crushers, screening plants, truck scale office, asphalt plant and concrete plant. <br />The pit will be mined in three phases with Phase 1 being the easterly most area and <br />should generate approximately 225,000 tons of gravel. Phase 2 will be the center region <br />of the gravel pit, and again it should generate approximately 225,000 tons of gravel. The <br />remaining area closest to the office and scales will be Phase 3, with approximately <br />225,000 tons of gravel generated. Operations are planned to start in 2009 and with an <br />approximate 225,000 tons of gravel removed per year each phase should be finished <br />within 1 year of commencing. This equates to a 3 year life span of the permitted area <br />with mining operations completed in 2012, and reclamation completed in 2013.
