Cattany <br />Division Director <br />Natural Resource Trustee <br />The Division received Twentymile Coal Company's (TCC) First Quarter 2009 Coal Waste Pile Inspection <br />Report on April 8, 2009 via e-mail. The report was prepared by North West Colorado Consultants for <br />Twentymile Coal Company. Compaction tests were conducted on January 30, 2009, February 20, and March <br />5, 2009 at locations 402 through 410, in areas 3 and 4of the refuse disposal area (RDA). No problems were <br />noted in the engineer's report with regard to the construction, grading, drainage, or operation of the pile. The <br />Engineer visited the site on March 30, 2009. Based upon TCC's reported throughput of coal through the <br />wash plant, the engineer estimates 258,480 to 290,790 tons of coal refuse was added to the RDA during First <br />quarter 2009. No maps or sketches of the refuse area or hole locations were provided with this report. <br />Results of monitoring of 5 piezometers were included in the report. Water levels reported for 4 of the 5 <br />piezometers remain consistent with previously reported trends. The piezometer 5MW has been damaged and <br />no measurement was recorded. TCC needs to repair this piezometer or revise the permit to demonstrate why <br />it no longer requires monitoring. TCC provided Nuclear Density Test results in the report as well. <br />Compaction specifications were achieved for all 9 sample locations. The Engineer's report noted the rutted <br />wet conditions of the access road and indicated that the access road was not maintained in accordance with the <br />approved plans. <br />Please note that the Engineer's reports states that piezometer 4MW was damaged.
