RULE 2 PERMITS <br />I ~ 2.03 LEGAL, FINANCIAL, AND COMPLIANCE INFORMATION <br />2.03,1 Objective <br />The objective of this section is to insure that the Division receives all relevant information regazding <br />ownership and control of surface coal mining operations, the ownership and control of the property to be <br />affected by [hose operations, the compliance status and history of Colowyo, and other information <br />relevant to the South Taylor/Lower Wilson permit revision. <br />2.03.2 Responsibilities <br />Within this application, Colowyo has provided the Division with information for approval of a coal <br />mining and reclamation permit for mining activities to be completed at the South Taylor/l,ower Wilson <br />Permit Area under the requirements of the Colorado regulations for coal mining. The information <br />provided in this document is limited to the information required for a revision of the existing permit to <br />include the South Taylor/Lower Wilson mining areas into [he existing permit area. Refer to the existing <br />permit application (Volume 1) for general information that required no modification to include the South <br />Taylor/Lower Wilson projects. The format will parallel the Colorado coal mining regulations. This <br />application focuses on the requirements of Rule 2, specifically Rule 2.04, Rule 2.05, and certain aspects <br />of Rule 2.01, 2.02, 2.03, and 2.06; Rule 3 -Performance Bond Requirements; and Rule 4 -Performance <br />Standards. <br />2.03.3(1-5) Format and Supplemental Information <br />. Colowyo has endeavored to delineate information in this application as clearly and concisely as possible, <br />consistent with the scope of the various regulations involved. Special care has been taken to support all <br />information by technical references and other appropriate authorities. Likewise, attention has been given <br />during the development of this application to document conclusions with sound technical data. <br />The overburden, soils, water, and coal were analyzed for chemical and physical properties by several <br />qualified laboratories. These laboratories are familiar with analytical techniques and standardized <br />procedures for sampling of overburden, soils, water, and coal. Personnel responsible for required data <br />collection and analysis are identified, together with the dates of collection and analysis, and <br />methodologies used. Sampling, target analyzes, and analysis methods meet or exceed the requirements of <br />relevant CDMG regulations. <br />A tremendous effort by many technical personnel and professional organizations was undertaken to <br />obtain, prepare, and present information in this application.
