RULE 2 PERMITS <br />The excess spoil to be placed in the disposal structure will be excavated from the pit area using large <br />power shovels so that proper spoil disposal can be achieved. The shovels will load rear end dump trucks <br />which will haul the spoil to the designated fill site. The trucks will dump the spoil to form horizontal lifts <br />not to exceed one hundred (100) feet. The top of the fill will be graded to allow for proper drainage. The <br />fill will be constructed to meet long-term stability criteria. <br />The completed fill will be compatible with the post-mining land use proposed in Section 2.05.5. The fill <br />will contain no depressions or impoundments, but will be graded to control-drainage. The fill will blend <br />in with existing topography and will be revegetated. The final fill configurations, as shown on Post- <br />mining Topography Map (Map 19), will be compatible with planned future grazing of the area. <br />During the construction of the fill, a registered professional engineer or other qualified professional <br />specialist with experience in the construction of earth and rockfill embankments will make periodic <br />inspections to ensure the stability of the fills. <br />Monitoring <br />On the fill, Colowyo plans to install and maintain a monitoring system assuring collection of data and the <br />ability to identify potential risks to the environment and public safety. <br />On the Streeter Fill, a well will be drilled in the terrace at the 6900 foot level down to the natural base <br />elevation of approximately 6600 feet. A piezometer will be installed to measure water presence in the <br />spoil. Two survey monuments will be placed on each of the terraces at the 6700 foot, 6800 foot, and 6900 <br />foot levels. Control points will be used on each of the natural surrounding areas adjacent to the fill to <br />provide for measurement of vertical and horizontal movement. <br />The proposed public notice for the experimental practice is shown in Figure 2.06-1, Proposed Public <br />Notice for Experimental Practice. <br />Refer to the annual Reclamation Reports for details regarding the monitoring. <br />2.06.3 Mountaintop Removal Mining <br />This Subsection will not be applicable to the mining operation plan by Colowyo. <br />2.06.4 Steep Slope Mining <br />This Section will not be applicable to the mining operation plan by Colowyo. <br />2.06.5 Permits Incorporating Variances from Approximate Original Contour Restoration <br />Requirements for Steep Slope Mining <br />This Subsection will not be applicable to the mining operation planned by Colowyo. <br />2.06.6 Prime Farmlands <br />This Subsection is not applicable to the mining operations planned by Colowyo.
