should include a discussion of how the runoff in the Prospect drainage will be <br />managed to ensure the integrity of the Prospect Pond and adherence to the <br />requirements of Rule 4.05 and the CDPS Permit, including contour ditches, <br />internal ditches, internal sumps, etc. <br />2. On revised Map 29, the reclamation blocks of the East Pit progress from the <br />topographic bottom of the mining area to the top of the mining areas yearly <br />from 2009 until 2013. At that point there is a small pit remaining that <br />encompasses approximately 24 acres. The map shows that there is then a one <br />year "waiting period" before reclamation commences and three years to <br />complete the final closure of this approximately 24 acre area (2015-2017). <br />Please explain this one year "waiting period" as well as the reason why the <br />final reclamation of this area will take three years. This description will also <br />need to be detailed in the text portion of the permit in Section 4.14. <br />3. The reclamation Colowyo has proposed for the East Pit from 2009-2017 will <br />be in the area of the Final East Pit Ditch (as shown on Map 41 - Watershed <br />Boundaries for Hydrologic Modeling). Please describe how Colowyo will <br />construct this ditch during reclamation and ensure its stability and ability to <br />safely pass the designed storm event while the areas above it are not <br />reclaimed. <br />4. There is an area that is shown on the revised Map 29 that shows "Topsoil Pile <br />and Haul Road". Please add a timeframe for the reclamation of this area and <br />describe its reclamation in the permit text in Section 4.14. <br />5. The Division would like to remind Colowyo that all areas that are backfilled <br />and rough graded must be shown on an appropriate map and submitted with <br />the yearly Annual Reclamation Report, due no later than 1 April of the <br />following reclamation year. <br />This completes the preliminary adequacy review of Technical Revision 80. The <br />Division's proposed decision date is 9 June 2009. Colowyo's prompt response to the <br />above questions will help in proposing a decision by this date.
