Colowyo C-1981-019
27 April 2009
Pg 414
Support Facilities: - The operator was working on regrading part of the
shop/warehouse facilities area. The area was covered in thick mud. This mud was
being removed and dry dirt was being brought in to reestablish the correct grade
and elevation.
- The Gossard Loadout area was stable and in good condition at the time of the
inspection. There were no problems with fugitive dust from the coal stockpiles or the
stacking tube.
General Mine Plan Compliance: - The 101 dragline is on the East Pit highwall where it
was waiting to performing reclamation (although it was not running at the time of the
inspection and has not performed reclamation work since at least January 2009).
- The 102 dragline was working on the west side of the West Pit removing C-Seam
overburden.
- The 103 dragline was also working on the west side of the West Pit removing C-Seam
overburden.
- The 114 shovel operation was working on removing the B1-Seam overburden in the
South Taylor Pit. The overburden material from the 114 was being hauled and
dumped in the C-C' fork of the East Taylor Fill.
- The 115 excavator was removing B3-Seam overburden in the South Taylor Pit. The
115 overburden was also being dumped in the C-C' fork of the East Taylor Fill.
- The mining at the Colowyo Mine appears to be progressing as discussed and
approved in the PAP.
Fish and Wildlife: There was a herd of elk (approximately 30) on the topsoil pile across
from the facilities area and there was another small herd (approximately 50) on the
East Pit reclaim. There were two bald eagles seen in the Taylor Draw area.
Excess Spoil: The operator was currently dumping overburden from the South Taylor
Pit in the C-C' fork of the East Taylor Fill. This fork of the fill has almost reached the
bench where the rock crusher is located. Most of the area south of the rock crusher
bench appears to be at or very near its final topography. The operator is
constructing the pile in approximately 50-foot lifts as described in the approved plan
in the permit.
- The Streeter was free of snow and appeared to remain well vegetated and stable
at the time of the inspection. No erosional features were noted on the surface of the
fill.
This completes the 19 February 2009 inspection report for the Colowyo Mine.
