The site geotechnical investigations are required to provide foundation and soils <br />information for design, permitting, and construction of the Refuse Pile Expansion. <br />The area proposed for the Refuse Pile Expansion is an area of reclaimed mine spoils immediately adjacent and to <br />the east of the existing Coal Refuse Stockpile, as shown on the accompanying figure. Site geotechnical <br />investigations for the Refuse Pile Expansion will involve completion of six to eight, 4-inch hollow-stem auger <br />sample holes to depths of 20-30 feet; excavation of four to six shallow (ten to fifteen feet in depth) backhoe test <br />pits; and collection, examination, and testing of soil samples. There will be a total of no more than twelve auger <br />holes and test pits. No new roads will be built, sample locations will be accessed overland using rubber-tired <br />equipment, and access will be limited to periods when the ground is dry or frozen in order to minimize surface <br />disturbance. <br />Immediately following completion of sampling, each auger-hole and test pit will be backfilled with excavated <br />material and leveled, with seeding of all sample sites following, either prior to snowfall, or in early spring when <br />ground conditions permit. It should be noted that all minor surface disturbance associated with the site <br />geotechnical investigations falls within both previously disturbed areas, and the footprint of the proposed Refuse <br />Pile Expansion, and will be re-disturbed by Refuse Pile Expansion foundation preparation activities. <br />This submittal includes revised PAP text, exhibits; and maps, addressing the location, nature, configuration, and <br />associated reclamation of areas affected by the proposed Refuse Pile Expansion geotechnical investigations. New <br />and revised PAP materials are identified by the attached Summary of Revisions/Additions. We appreciate your <br />consideration and cooperation in facilitating timely review and approval of this revision application.
