Reclamation Permit Amendment Application (M-1980-146: AM-04) -112c Page 3 of 27 <br />• <br />C <br /> <br />INTRODUCTION <br />This application for amendment (AM-04) to the existing reclamation permit, file number M- <br />1980-146, is submitted to the Colorado Division of Reclamation, Mining, and Safety for the <br />following purposes: <br />1. To include additional areas within the permit boundaries as authorized and anticipated to <br />be authorized by the US Bureau of Land Management (BLM), for the period 2008 to <br />2015 (increasing permitted area from 63.8 acres by 155.2 acres to 219.0 acres); <br />2. To reflect current requirements as established by BLM for mining of sand and gravel on <br />US Government property; <br />3. To reflect anticipated requirements and changes by CDOT and La Plata County for <br />access to and through the pit; <br />4. To revise certain features of reclamation as currently authorized in the permit, including <br />final reclaimed slopes, post-reclamation land use, and drainage; <br />5. To bring reclamation and post-reclamation uses of some portions of the property into line <br />with current master-planning and other actions of La Plata County; <br />6. To identify current conditions and update information within the currently-permitted <br />area; <br />7. To incorporate changes in information and requirements currently required of 112c <br />mining operations; <br />8. To correct errors, clarify and consolidate information now contained in a variety of <br />documents pertaining to the permit; and <br />9. To incorporate the Wilson Gulch Borrow Pit (111, M-2008-048) into the permit area. <br />Where suitable, information contained in the original 110, 111, and conversion permit <br />applications, technical revisions, and amendments AM-01 through AM-03, is duplicated in these <br />exhibits, for convenience in review and compliance. Documents such as lease agreements, <br />purchase contracts, reviews and comments by other agencies, and damage compensation <br />agreements are not duplicated in these exhibits, but are referenced using the "name" and "entry <br />number" of the Laserfiche archive as provided by the Division. <br />In addition, this application references and incorporates the National Environmental Policy Act <br />(NEPA) Environmental Assessment (a separately-numbered attachment to Exhibit M) required <br />by the BLM, and which contains much information that would otherwise be duplicated in this <br />application. <br />C&J Gravel Products Exhibits to Reclamation Amendment #004 19 April 2009 <br />OWASTELINE, INC 2008 Project 5064.2.LQ (3/27) Draft Final C&J-MoP-004
