III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br /> Reclamation, Mining, and Safety(Division). This mine is in permanent cessation and <br /> reclamation of most areas is complete. Ground conditions on this day were generally dry <br /> with a few areas of mud or standing water. The weather on this day was clear and mild. <br /> Roads <br /> The road from the gate to the Refuse Disposal Area has held up well over the winter and <br /> early spring. Surfacing is good in most places and the water bars established across the <br /> road surface appear to be functioning as designed. <br /> Hydrologic Balance <br /> Pond 4 and pond 5 were both found dry. The site has received rain and snowfall since the <br /> last inspection but it appears that the precipitation came slowly and resulted in no significant <br /> runoff. <br /> Revegetation <br /> The growing season has begun in all reclaimed areas with the arrival of much needed <br /> moisture. Grasses and forbs are sprouting with warming temperatures. No sign of current <br /> year knapweed growth could be found in the problem area near the parking area. <br /> Shown at right is <br /> the reclaimed <br /> facility area. <br /> Cattle were not <br /> observed on the <br /> reclaimed area or <br /> in adjacent areas <br /> near the mine site. 70 <br /> The site appeared _ ; <br /> in good condition <br /> for the early spring ' <br /> season.
