(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1995-004 <br />INSPECTION DATE 04/14/09 INSPECTOR'S INITIALS PSH <br />OBSERVATIONS <br />Inspiration Point, File No. M-1995-004, was inspected by Peter Hays with the Division of <br />Reclamation, Mining and Safety (Division) as part of the Division's 4-year monitoring <br />inspection program. Mr. Bill Underbrink with Grand County Department of Road and Bridge <br />was present during the inspection. <br />Inspiration Point is located approximately 9.5 miles southwest of Kremmling, Colorado on <br />County Road 107. <br />The Inspiration Point 112c construction material reclamation permit was approved by the <br />Division on May 2, 1995 for 19.9 acres. A technical revision was approved by the Division <br />on June 6, 2006 for a change to the Mining Plan. The previous mining method involved <br />mining straight into the talus slope until solid rock was encountered. As additional <br />material slid down the undermined slope the new material would be mined. This method <br />resulted in the creation of a steep, rock faced, highwall approximately 50' high. <br />Grand County agreed to not mining any further into the hillside creating a highwall. <br />Material piled up against the base of the existing highwall will not be removed and mining <br />will continue to the south at sufficient distance from the hillside to leave a slope no <br />steeper than 3:1. No highwall mining in the hillside area was observed during the <br />inspection. The highwall and the backfilled scarp areas appeared stable and undisturbed <br />by recent mining activity. No mining is allowed from November 15 to April 15 to avoid <br />conflict with wildlife on their wintering areas. <br />The pit was last mined in 2006 according to the annual reports submitted to the Division. <br />No mining is planned for 2009 according to Mr. Underbrink. The site may be mined in 2010 <br />depending on stockpile reserves. Grand County was removing material from the 30,000 cubic <br />yard stockpile located in the middle of the pit for a road project on CR 107 during the <br />inspection. Mr. Underbrink stated mining will continue to the southeast. The nob at the <br />south end of the pit is a clay deposit and will not be mined. The southern slopes have <br />been temporarily graded to 3:1. <br />The approved post mining land use is recreation. Grand County Road and Bridge is working <br />with BLM on the final reclamation plan. Reclamation work will begin at the north end of <br />the site and will progress toward the south as mining progresses and as space allows. <br />Topsoil stockpiles were observed along the west and north boundaries of the site. The <br />stockpiles were vegetated and appeared stable. No groundwater was observed. <br />The site was well organized and maintained by Grand County Department of Road and Bridge. <br />An entrance sign was posted and permit boundary markers were observed as required <br />by Rule 3.1.12.
