M-1987-038 <br />Section 141.1, T34N, 7RW, N.M.P.M. <br />Water Division 7, Water District 11 <br />Plan Period: April 20, 2009 - April 19, 2011 <br />Dear Mr. Foster: <br />This letter is in response to your application dated February 3, 2009, for a substitute <br />water supply plan (SWSP) for a sand and gravel pit to be operated by Old Castle SW Group <br />dba Four Corners Materials (Applicant) in accordance with Section 37-90-137(11), C.R.S. The <br />required fee of $1,593.00 for the substitute water supply plan (SWSP) has been received <br />(receipt number 3637486). <br />Plan of Operation <br />The Bayfield Gravel Operation has an approved plan for augmentation decreed in Case <br />No. 03CW65; however, the applicant requests to expand the acreage to areas not covered by <br />the plan for augmentation and to change the method of gravel washing. Therefore, applicant <br />requests to set aside the plan for augmentation and operate the site under this SWSP. Since <br />the plan for augmentation will not operate during these approved plan years, the replacement <br />water is made available for this SWSP. <br />This plan describes an existing gravel operation and consists of two partially constructed <br />gravel pits located on property owned by the Applicant. The existing gravel pits, Bayfield Pit No. <br />1 and Bayfield Pit No. 2 are permitted as Well No. 63606-F. This permit limits the use of the <br />groundwater to evaporation from 28.39 acres of water surface area, retention of water in mined <br />product, pumping for gravel washing, dust control, concrete production, and limited water sales. <br />The exposed water surface area of the gravel pits currently totals 26 acres, however; the <br />surface area may increase to the maximum surface area of 28.39 acres. The current operation, <br />which consists of gravel mining and concrete production, is covered by an augmentation plan <br />decreed in Case No. 03CW65. However, since the augmentation plan does not cover these <br />changes,, the augmentation plan will no longer be used and the entire operation will be covered <br />by this SWSP.
