FACILITY NUMBER COG-850048 FIRST QUARTER 2009 DMR <br />SUBMITTAL <br />Dear Ms. Watson: <br />Please find attached the above referenced discharge monitoring report for the period January 1, <br />2009 through March 31, 2009, for Outfall 001A/001W (both site 10RT). Please forward to the <br />appropriate person. This is temporary emergency discharge permit. The discharge source is <br />groundwater, which is pumped from a portion our underground mine to prevent flooding. <br />Outfall 001A/001W discharged each week in January and February 2009. The outfall then <br />discharged until mid day of March 171', when the pump and transformer broke down. Pumping <br />could not resume until on April 1 s` Samples were collected on April 1 s` to complete March <br />frequency requirements. These analytical results (including WET testing) are also included in the <br />first quarter DMR. Additional samples will be collected to meet second quarter frequency <br />requirements. <br />WET testing for 001W indicated that the effluent was not acutely toxic to Cerodaphnia. Note that <br />a sample (site 900, not a CDPS site) downstream of 001W, and upstream of any other stream <br />confluences was also sampled and analyzed as a double check for possible downstream impacts <br />from 001W. This sample also passed. Laboratory results are attached for both sites. <br />An exceedance was noted for the 30 day average of TDS (51 mg/L vs. the permit limit of 35 <br />mg/L). Note that the 30 day TDS average in January was 6 mg/L, and the first sample collected in <br />April had a TDS of 23 mg/L. The elevated result may be from early snow melt entering the <br />discharge area. Twentymile Coal Company (TCC) will continue to monitor this parameter. <br />Exceedances were also noted for the 30 day average of recoverable iron (1193 ug/L vs. the <br />permit limit of 1000 ug/L). Note that the 30 day average was 890 ug/L for the March period, and <br />the first sample result in April was 670 ug/L. In May 2009, TCC will be proposing to CDPHE to <br />construct a treatment pond with aeration as an initial phase for treatment for Outfall 001W. TCC <br />has also been received proposals for water treatment (e.g. electrocoagulation & reverse osmosis <br />blending) from multiple consultants. Initial proposals are now under consideration pending future <br />aeration treatment results at the site.
