III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Kent Gorham of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division). This former, contour strip operation is bond <br /> revoked. All remaining funds from the bond revocation at this site were spent in 2004 for ditch <br /> repairs. Ground conditions on this day were generally dry and the weather was clear and <br /> mild. <br /> Signs and Markers <br /> Signs posted by the Division of Reclamation, Mining, and Safety identifying the site as a <br /> reclaimed former coal mine remain posted along the county road at the east and west permit <br /> boundaries. <br /> Roads <br /> The road to the Section 22 area was found in excellent condition, likely due to the locked <br /> gate that prevents unauthorized access. Other areas are accessed by county roads. <br /> Hydrologic Balance <br /> All ponds at the site were found dry. Recent moisture appears to have come slowly and <br /> produced no appreciable runoff. Sediment levels are significant in many of the ponds but all <br /> ponds continue to provide some sediment control at this revoked site. <br /> Revegetation <br /> All areas are greening up <br /> as temperatures warm. <br /> North-facing slopes have <br /> considerable cover, as <br /> shown in the photograph <br /> at right. <br /> The section 22 area <br /> (shown below) consists ' o y, <br /> of south-facing, east <br /> facing, and north-facing <br /> slopes. Reclaimed area yK by <br /> cover is variable, with <br /> south-facing areas <br /> showing the least amount <br /> of vegetative cover. <br /> Smooth brome seems to 4 <br /> be the dominant grass. a.. : <br /> Some rills and gullies <br /> 3 <br />
