III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> General Mine Plan Compliance <br /> The Bear Creek Fansite was approved under TR-60. Page 2.05-23b, modified by TR-60, states that the <br /> substation for the site will be "fed by a new 46 KV power line spur from the line that feeds the Hubbard <br /> Creek facilities." The reclamation cost estimate, prepared by the Division, includes an item for the <br /> removal costs associated with 8,500 linear feet of power line for the Facility. <br /> At the time of the inspection, numerous trees had been cut down along the course of the power line. <br /> Many of the trees were lying down along the slopes, or across Bear Creek, and it appeared that none <br /> had yet been "harvested" for use. <br /> The Fansite collar had reached its final dimensions (Figure 4), and excavation of the upper portion of the <br /> borehole was scheduled to begin the following Monday. The contractor had rigged a small trackhoe <br /> to be lowered into the shaft by crane (Figure 5) to start the excavation. A muck bucket would be <br /> lowered beside it, filled by the backhoe, and hauled to the surface. Air conditions within the shaft will <br /> be monitored closely by OMLLC's certified employee. <br /> Excess Spoil & Development Waste <br /> Placement of coal mine waste continues at the II West Facility. Compaction of a complete lift had <br /> recently occurred, with the use of a sheeps-foot roller. There were no puddles noted on the back side <br /> of the surface.
