III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection of the Munger Canyon Mine conducted by Mike Boulay of the DRMS <br /> Grand Junction Field Office on April 20, 2009. I was not accompanied by an operator representative <br /> during the inspection. Weather conditions were sunny and cool. Ground conditions were dry. The <br /> majority of the mine site is reclaimed and there was no activity at the site during the inspection. <br /> Roads <br /> The access gate to the mine located off of Highway 139 is normally shut and locked but was open at <br /> the time of this inspection. Apparently the surface owners adjacent to the mine site were doing some <br /> work on their property, so I left the gate remain open following my inspection. The access road to the <br /> mine site was dry and the road was in good condition. No problems were noted along its entire length <br /> up to the former portal bench access road. <br /> Hydrologic Balance <br /> East Salt Creek was flowing with turbid water. Munger Creek was damp with some pooled water in a <br /> few locations. Ditches and culverts associated with the reclaimed waste disposal site, the cover soil <br /> stockpile, and the topsoil stockpile locations were in good condition and well maintained. The waste <br /> disposal area sediment pond was dry. The inlet and discharge structures were stable and no problems <br /> were noted. <br /> Backfill and Grading <br /> The reclaimed portal access remains stable and appeared in good condition. Gary Isaac of Cam <br /> Mining indicated that later in the week a crew would be making the repairs to silt fences and a small <br /> area of sloughing at the backfilled portal site that was requested of the operator during the recent Phase <br /> I bond release inspection. See inspection report dated 12/16/08. <br /> Reve etg ation <br /> The Quick-Guard annual cover crop is brown but appears to have served its purpose well on the <br /> reclaimed portal access, waste disposal site, and cover soil and topsoil pile locations. There is some <br /> growth beneath the cover crop beginning to emerge. No signs of significant erosion or instability were <br /> noted during this inspection and the site appears well maintained. <br />
