INTEROFFICE MEMORANDUM <br />FROM: JANET BI INNS <br />TO, KEENESBURG W06RECILAMATIONIREPORTS <br />SUBJECT: KEENESBURG DATE: 4/24/2009 <br /> <br />Coors Energy Company submitted the 2006 ARR on March 1, 2007. The Keenesburg Mine permit, G 1981-028, <br />page 117, has committed to submitting the Annual Reclamation Report by the end of February each year. The <br />submitted report was received by the Division one day after the permit commitment date. <br />Seeding occurred on Parcel 30 in 2006. Parcel 30 is comprised of 9.68 acres. The approved post mining land use <br />is rangeland. The approved reclamation seed mix is found on page 115 of the PAP (section 2.05.4). CEC did not <br />provide copies of seed tags or other documentation of the seed mix planted on Parcel 30 with this Annual <br />Reclamation Report. CEC needs to submit evidence of the seed mix planted following the seeding application. <br />Vegetative success is based on comparison with an approved formula standard that is based on growing season <br />precipitation (PAP page 116b, TR37). Cover success is based on total vegetative cover. Production is based on <br />herbaceous vegetative cover. Species composition is based on relative cover of the individual plant species <br />compared to a composition standard. There is no woody stem density requirement for the Keenesburg Mine <br />reclamation success standard. Coors Energy Company (CEC) monitored vegetation August 24-29, 2006 in <br />compliance with permit requirements. Discussion of the distribution of sample transects and methodology used <br />is found in the 2006 Annual Reclamation Report. CEC provided precipitation records as well. <br />CEC conducted vegetation sampling on parcels seeded/reseeded/or inter-seeded in 1995 (Area 16), 1998, 1999, <br />2000, 2002, and 2003. The predicted total vegetative cover value was calculated as 23.31% for 2006. Allthe <br />sampled reclamation parcels exceeded the calculated cover value for 2006. The predicted herbaceous productivity <br />value for 2006 was 40.11 grams/square meter. Species composition was achieved by the 2000 reclamation parcel <br />for 2006. 2006 Vegetation sampling was not collected for bond releases purposes, therefore, was not required to <br />meet statistical adequacy.
