• ATTACHMENT I ' ?°- <br />SPECIFIC SUBMITTAL REQUIREMENTS APR 15 2008 <br />SECTION 3.1) AND SECTION 7 <br />Division m Reciamation, <br />Mining and Safety <br />Introduction <br />This amendment to the Cripple Creek & Victor Gold Mining Company ("CC&V") <br />Mining Development Plan ("MDP") is submitted in conformance with the requirements <br />of the Teller County Land Use regulations for precious metal mining within the Cripple <br />Creek Mining Overlay District ("CCMOD"). These regulations, finalized on June 28, <br />2007, are Appendix CC-10 of the Teller County Land Use Regulations (Appendix CC- <br />10). The MDP includes documentation required specifically for an amendment of an <br />MDP pursuant to Section 8 of Appendix CC-10. This application includes information <br />required under Section 3 and meets the standards of Section 7 of Appendix CC-10. <br />The attached Table 1 relists the requirements of Appendix CC-10, and identifies the <br />location within this application that includes the information required in the MDP. Where <br />appropriate, this application refers to the submittal made by the CC&V to the Office of <br />Mined Land Reclamation ("OMLR") application for the Cresson Project Mine Life <br />Extension ("MLE"). The project description provided in this document is identical to the <br />project description in the OMLR application. <br />is Following the project description, specific information is provided to address submittal <br />requirements for a MDP. Volume II of this application includes studies conducted to <br />support this plan; including a traffic study, a noise analysis, a visual resource analysis, a <br />socioeconomic report, a drainage report and historic resources information. <br />A copy of the OMLR application for the MLE is provided to Teller County as part of this <br />application. Sections 3.E(1) and (2) require notification to the County, in writing, of any <br />formal comment periods or public meetings held in regards to state and/or federal <br />regulatory permit, licenses and/or approvals. Copies of all correspondence from or to <br />state and federal regulatory agencies will be made available to the County at CC&V's <br />mine office in Victor. Copies of other permit applications, along with notices of public <br />comment periods and/or public hearings, required for the MLE will be submitted under <br />separate cover to Teller County. Copies of new or revised permits, when received, will be <br />provided to the County. <br />Presentations including information on the proposed MDP were made to the Teller and <br />Fremont County Commissioners and the City Councils of Cripple Creek, Victor and <br />Woodland Park. A pre-submittal meeting was held with the Planning Department on <br />February 20, 2008. <br />Public open houses were held November 10 and 12, 2007 and January 22, 2008 in Victor, <br />as well as January 15 and April 5, 2008 in Cripple Creek. Comments from the open <br />• houses were recorded and responses sent to those who signed in at the meetings.
