<br />7. Rules 4.06.2(5) and 4.06.4(2)(b) and (c) require that topsoil be handled in a <br />manner to prevent excess compaction, contamination, or degradation of the <br />physical or chemical properties of the soil. Narrative on page 2.05.4(2)(d)-20 <br />states that topsoil will not be handled when saturated, to avoid degradation of <br />physical characteristics. Please clarify how compliance is achieved, if topsoil <br />handling is conducted "as an ongoing portion of the mining operation", <br />rather than as "phased campaigns". Specifically, please clarify in the text <br />the measures taken to ensure that soil salvage and replacement operations <br />are not conducted when soil degradation would result (e.g. when surface soils <br />are saturated, frozen, snow covered, etc). <br />8
