Access to the wells is west <br />off of Rio Blanco County Road 83and approximately 250 feet in length. These wells are in an area that <br />is designated as Big Game Severe Winter Range which is encumbered by a timing limitation for <br />development activities from December 1 to April 30. Discussion between the wildlife biologist from <br />our office and in consultation with Colorado Division of Wildlife (CDOW) biologists it is determined <br />the timing limitation shall remain in effect until May 1, 2009. Therefore construction activities for wells <br />not occur until May 1, 2009. <br />The following are conditions of approval that apply to the construction activity involved with IOH-C. <br />Please note conditions number 1 (timing limitation) and 4 which requires a paleontological monitor. <br />1. Pad construction, vegetation clearing, drilling/completion and reclamation operations shall be <br />conducted outside the big game severe winter range period (i.e., outside the period of 1 January <br />to 30 April). <br />2. Interim reclamation, using Reclamation Seed Species List Table 8-2 (attached) substituting <br />Bluebunch Wheatgrass (Secar) and Indian Ricegrass (Nezpar) for Pubescent Wheatgrass (Luna) and <br />Russian Wild Rye (Vinall), is to be applied to all areas not required as working surfaces, including <br />cut and fill slopes on the pad and access roads.
