Cattany <br /> Division Director <br /> Natural Resource Trustee <br />Dear Mr. Heifner <br />The Division has reviewed the Technical Revision submitted for Snyder.Quarry M-1977-210. The <br />technical revision request changes to the mining and reclamation plan. The Division has the following <br />comments regarding the proposed changes. <br />1) Operator states, it has been determined that the shop structure should remain. after <br />completion of the reclamation. The building is not in conflict with.the final land use as wildlife <br />habitat or range land". How is a building compatible with the approved post mining land use for <br />the area ? Unless the operator can provide proof from the county stating as such, the shop.. <br />building ha:s to be demolished and the rubblized material will either has to be buried in the pit <br />as.backfill or moved from site. If the operator cannot provide proof from the county to leave <br />the shop building in,place, the demolishing cost has to-be included. DRMS will need.the <br />dimensions of the building, any concrete footings and the material it is constructed from, so we <br />can calculate the warranty. <br />2) It is the understanding of the Division that the operator has changed the height of the high wall <br />from 30 feet to 20 feet, with the benches ranging from 30-40 feet wide as approved in the <br />permit. It is also the understanding of the Division that the new haul road that will be upgraded <br />to the North which will include the existing road will remain in place after the site.is reclaimed <br />as part of a fire escape route. <br />3) The permit does not show the actual dimensions of the sediment pond. Please provide.the final . <br />dimensions of these ponds Was this pond part of the operators storm water management plan <br />for the Colorado Department of Health and sized according to their criteria ? Is it going to <br />remain in place after the site is reclaimed ? If not the warranty to backfill and reclaim the pond <br />has to be included in the warranty calculation. <br />4) The current posted warranty for the site is $340,000.00, which was deemed adequate, even <br />with the proposed changes. The operator's warranty calculation submitted with the TR in the <br />amount of $291,816.00 was found to be adequate. However, as stated above until the proper <br />documentations for the shop building and sediment pond are included, and accented for, the <br />warranty calculation.will:not be considered adequate. <br />Office of Office of <br />kA;--;J I...JO.:.:1 ...- n .. ..
