April 4, 2009

To: RECEIVED
Division of Reclamation, Mining and Safety
Grand Junction Field Office, 101 S. 3rd St., Suite 301 APR 0 8 2009
Grand Junction, CO 81501 GRAND JUNCTION HELD OFFICE
Attn G. Russell Means. / RECLAMATION MIN NG & SAFETY
I/
Re: Stormwater Drainage Update. Smith Pit No. M-1978-085, Amendment"-01'
Enclosed please find: PIFECE
(1. Exhibit A-1 (Stormwater Map 2008); APR 17 2009
(2. Exhibit E-3 (Amended Stormwater Map 2009) Division of Reclamation,
(3. Photos of Smith Pit Stormwater Basins. Miring and safety
In the first instance (Exhibit A-1) the map shows Stormwater Outfall No. 1 on the east
boundary of the Reclamation Area. This was an erosion channel that existed before
Moffat County first entered this gravel pit. We repaired the erosion area with a berm 10'
wide at the top and roughly 6' high, which created a shallow settling basin and a wide
outlet to the southeast on a nearly flat grade.
The second Stormwater map (Amended Stormwater Map (Exhibit E-3) shows the current
position of the drainage basin, and outlet, along with arrows showing the direction of
water flow. Notice that the Basin services a very small local drainage area on land that
has been re-vegetated, and that Moffat County believes is eligible for release. The Basin
outlet flows into the natural drainage system at the east boundary line, of the-permit.
Notice on Exhibit E-3 that the clay mining area has created a second Basin that collects
the rest of the local drainage water lying north of County Road No. 4. There is no outlet,
and Moffat County has notified the BLM (Little Snake Resource Area) that water
sometimes collects in this basin for about 2 months in the spring and early summer; we
suggested that they file on a water storage right for that water.
is Stormwater update was prepared by:
arvin Moore (Consultant for the Moffat County Road Department)
1570 Ranney, Craig, CO 81625
(970) 824-9249
E-mail = marvinmoore1249kmsn.com
