Sorenson, Reclamation Specialist <br />Re: Centennial Project, Site Characterization Plan ? <br />Dear Mr. Sorenson: <br />rZCi0"17 4i l-2- J <br />This letter confirms that the Site Characterization Plan (SCP) submitted by R Squared Inc. <br />(R) on April 8, 2009 was prepared and submitted at the request of Powertech (USA) Inc. in <br />furtherance of our efforts to define the Centennial project during the prospecting phase in <br />accordance with our filed Notice of Intent. We believe the same information contained in the <br />SCP as well as any additional information collected thereafter will undoubtedly be used in <br />support of Powertech's efforts in applying for an in situ mining operation pursuant to 34-32- <br />112.5(5) C.R.S., once the prospecting-related work is completed. Powertech is providing <br />herewith two maps (plates) on CD that depict the sampling locations described in the SCP. <br />The maps on the CD are not marked confidential and are available to be placed in the public <br />file. <br />The SCP was developed after discussions with DRMS and is considered by Powertech to be <br />the finalization of the Centennial Sampling and Analysis Plan that DRMS reviewed in late <br />2007 and early 2008. Powertech believes the SCP and the activities described therein to be <br />`prospecting' activities previously authorized under Notices of Intent to Conduct Prospecting, <br />P-2007-15 and P-2008-43. Consequently, Powertech asserts that review of the sampling <br />activities by a third party consultant is not contemplated by the Mined Land Reclamation <br />Act. Powertech further asserts that third party review of these prospecting-related sampling <br />activities would be redundant and unnecessary, and result in unnecessary delays and costs. <br />We trust the Site Characterization Plan satisfies the needs of the Division.
