areas sampled were found to have enough topsoil on them except for some isolated areas <br />near the lower Wadge Pit Haul Ramp. These areas are near the active Wadge Pit and topsoil <br />will be replaced on them in 1990. <br />The memo referenced above appears to have been an Annual Bond Compliance Tracking <br />Sheet, dated 1/8/90, titled "Topsoil Depth". Under "Inspection Procedure", it was reported <br />that: <br />One topsoil depth sample was taken approximately every 5 acres using a <br />power auger and/or a hand auger. 186 depth locations were checked, by <br />augering through topsoil to overburden. Topsoil depth was then measured <br />using a tape measure. <br />Under "Narrative Evaluation of Compliance", the following was reported: <br />After all 186 holes were drilled, the entire mine site was separated into 3 <br />general areas: Wadge, Wolf Creek, and Other. Each of these 3 areas were <br />then separated by year of topsoil replacement, 1977-1988. The minimum <br />depth required was 12 inches. Only 3 times did the average fall below the <br />minimum: 1977 other area, 1982 Wolf Creek area, 1985 Wadge area. Those <br />areas averaged only 1 inch or less below the minimum required. <br />• August 26, 1993 Inspection Report-Thirteen holes were bored into the replaced topsoil on <br />the 1992 reclaimed areas. The depths ranged from 1.2 feet to 2.0 feet deep with an average <br />depth of approximately 1.5 feet. <br />• August 15 1996 Inspection Report-1995 laydown topsoil depths were verified. Small <br />discontinuous areas received topsoil applications in 1995...Depths measured 0.9, 1.4 , and <br />1.3'. [Avg. = 14.4"]. Seneca was required to replace 9-15" (permit page 13-11). This is in <br />agreement. Several 1994 locations were field verified as well ... Results of depth = 0.7 feet, <br />0.65 ; 0.3' (shallow location was adjacent to 4-6" rills), 1.2', 0.9', and 1.2'. [Avg. = 9.91. <br />• September 25, 1997 Inspection Report-Topsoil has been spread in two distinct areas of <br />the mine [in 1997]; Auger Area E and the lower Wolf Creek Drainage. The following depths <br />were noted: [Auger Area E, 9 holes with thickness range from 8 to 15 inches, avg. of 12.4 <br />inches; Lower E-1 Road Areas, 2 holes both 10" depth; Haul Road F1 Area, 8 holes ranging <br />from 7" to 23" depth, avg. of 15.1 inches.] <br />• July 8, 1998 Inspection Report-Topsoil has been redistributed over approximately 150 <br />acres in the Wolf Creek Area Pit. Another approximately 150 acres remain in this area that <br />will require topsoil redistribution. Topsoil cover depths were verified at 15 sample locations <br />by Seneca Coal Company on July 2, 1998. The sample locations are spaced on 500 foot <br />centers and were verified by the DMG during this inspection. The average topsoil depth was <br />12
