MINE ID # OR PROSPECTING ID #: M_19R-5-1 A5
INSPECTION DATE: 3_94-9009 INSPECTOR=S INITIALS: JI F
OBSERVATIONS
This was a follow-up monitoring inspection of the Winter Ranch Pit; permit number M-1985-165. This site is
located about ten miles north of the town of Trinidad, Colorado in Las Animas County. I, Jared Ebert of the
Colorado Division of Reclamation, Mining and Safety conducted the inspection.
A monitoring inspection was conducted at this site on October 6th, 2008 and several problems were observed
during that inspection. At that time, the Division did not have a mining and reclamation plan map that
adequately displayed the permit area. Also, there were only two permit boundary markers in place during that
inspection. Given these issues, the Division required the operator to submit a Technical Revision to update the
mining and reclamation plan maps and to define the permit boundary. On January 6th, 2009 the operator
submitted a Technical Revision with the required information and they have been working with the Division to
improve the maps.
The maps that were submitted were drawn by a land surveyor and the permit boundary is now defined. This
inspection was conducted in order to field check the boundary markers. Overall, the boundary markers were in
place, however the south east corner marker does not appear to be in the correct location. Based on the first set
of maps that were submitted by the operator, the southern boundary appeared to have been miss-drawn and it is
likely that this marker reflects the first drawing. The south east corner maker will need to be correctly placed.
This is cited as a problem at the end of this report.
The entire disturbed area was mapped using a Trimble GPS Unit. Based on past records of this site there was
an excavation on this plateau prior to the issuance of this permit. Please see the attached map. Hopefully, this
process will help clarify where the current permit boundary is, what area will be reclaimed, and where the old
pre-permit excavation begins.
MINE ID # OR PROSPECTING ID #: M-1985-165
2
