Cattany <br />Division Director <br />Natural Resource Trustee <br />The Colorado Division of Reclamation, Mining and Safety has begun the process of terminating its <br />jurisdiction over the reclaimed Grassy Gap No. 1 Mine. The Grassy Gap No. 1 Mine is located <br />approximately 7 miles southeast of Hayden, Colorado, 4.5 miles west of Routt County Road No. 27 <br />(Twentymile Road) on Grassy Creek. The permit area lies within T5N, R87W of the 6th PM, Sections 20, <br />21, 28, 29 and 31. The permit area under consideration for termination and final liability release is 1086 <br />acres, of which 336.9 acres were disturbed by the coal mining operation and subsequently reclaimed. <br />The Grassy Gap No. 1 Mine was permitted by Rockcastle Coal Company. The permit was issued April 23, <br />1985. The mining operation ceased extraction of coal and became inactive in June of 1985. The permit <br />expired April 23, 1990 and was not renewed. Permit revocation and bond forfeiture proceedings were <br />initiated by the Division on August 23, 1990. <br />Prior to the permit revocation and bond forfeiture final decision, the operator completed the majority of <br />reclamation tasks. The Division retained $35,000.00 of the bond to complete remaining reclamation work. <br />Ten thousand dollars of this bond were ear-marked for weed control. After weed control was successfully <br />conducted in accordance with the agreement between Rockcastle Coal and the Division, $10,000.00 was <br />returned to the operator in January of 1995, and the Division retained $25,000.00. All monies associated <br />with the forfeited bond have since been used for final reclamation tasks and site maintenance. <br />Stability of the reclaimed land, successful revegetation, minimization of hydrologic impacts within the <br />permitted area and prevention of hydrologic impacts outside the permitted area demonstrate that the site has <br />been successfully reclaimed.
