For the reasons listed above, it is proposed that the fixed standards for cover and production for all areas reclaimed to irrigated pasture be abandoned in favor of an irrigated pasture reference area. Prior to submittal of Phase II or Phase Ill bond release, the permit will be revised to specify that areas reclaimed to irrigated agricultural use west of 2700 Road and south of BB Road will be classified as Irrigated Cropland postmining land use, and as such will be subject to Irrigated Cropland success standards The proposed Irrigated Pasture Reference area is applicable only to Irrigated Pastureland postmining land use areas, not to Irrigated Cropland postmining land use areas. 4. One minor clarification is requested with respect to proposed reference area livestock grazing. Please insert a sentence into the "plans for livestock grazing" paragraph on page 19D, stating that "livestock will be moved off the reference area by the end of June, and the reference area will not be further grazed by livestock during the growing season". 5. The soil typelmap unit symbols for the soil types listed in Table (e)-6 on page (e)- 191 and Jim Boyd's letter [page (e)-19K] are from the 1986 San Miguel Soil Survey, and do not correspond with the map unit symbols used in the Soils Baseline section of the application (listed on Map 2.04.9-1). For clarification, please amend Table (e)-6 to include corresponding map unit names and also include, on Map 2.05.4(2)(e)-1, a tabular listing of all map unit symbols referenced in Mr. Boyd's letter, with corresponding map unit names, similar to the tables provided on Map 2.04.9-1. 6. The reference area production weighting procedure is described on page (e)-191. We have a recommendation to clarify the wording in the 51h sentence of the first paragraph, as follows: This weighted average factor is then divided by the reference area weighted average adjustment factor (1. 022), and the resulting value is multiplied by the reference area production sample mean to obtain the adjusted reference area sample mean. The production standard for that particular reclaimed block is [90% of] the adjusted reference area sample mean. Please consider the recommended wording and amend the paragraph as appropriate. 7. To conform with commitments regarding grazing management of the reference area, the timeframe for success demonstration sampling in the third paragraph on page (e)-19L (...during the May through September growing season), should be revised.
