For the reasons listed above, it is proposed that the fixed standards <br />for cover and production for all areas reclaimed to irrigated <br />pasture be abandoned in favor of an irrigated pasture reference <br />area. Prior to submittal of Phase II or Phase Ill bond release, <br />the permit will be revised to specify that areas reclaimed to <br />irrigated agricultural use west of 2700 Road and south of BB <br />Road will be classified as Irrigated Cropland postmining land <br />use, and as such will be subject to Irrigated Cropland success <br />standards The proposed Irrigated Pasture Reference area is <br />applicable only to Irrigated Pastureland postmining land use <br />areas, not to Irrigated Cropland postmining land use areas. <br />4. One minor clarification is requested with respect to proposed reference area <br />livestock grazing. Please insert a sentence into the "plans for livestock <br />grazing" paragraph on page 19D, stating that "livestock will be moved off <br />the reference area by the end of June, and the reference area will not be <br />further grazed by livestock during the growing season". <br />5. The soil typelmap unit symbols for the soil types listed in Table (e)-6 on page (e)- <br />191 and Jim Boyd's letter [page (e)-19K] are from the 1986 San Miguel Soil <br />Survey, and do not correspond with the map unit symbols used in the Soils <br />Baseline section of the application (listed on Map 2.04.9-1). For clarification, <br />please amend Table (e)-6 to include corresponding map unit names and also <br />include, on Map 2.05.4(2)(e)-1, a tabular listing of all map unit symbols <br />referenced in Mr. Boyd's letter, with corresponding map unit names, similar <br />to the tables provided on Map 2.04.9-1. <br />6. The reference area production weighting procedure is described on page (e)-191. <br />We have a recommendation to clarify the wording in the 51h sentence of the first <br />paragraph, as follows: <br />This weighted average factor is then divided by the reference area <br />weighted average adjustment factor (1. 022), and the resulting <br />value is multiplied by the reference area production sample mean <br />to obtain the adjusted reference area sample mean. The <br />production standard for that particular reclaimed block is [90% <br />of] the adjusted reference area sample mean. <br />Please consider the recommended wording and amend the paragraph as <br />appropriate. <br />7. To conform with commitments regarding grazing management of the reference <br />area, the timeframe for success demonstration sampling in the third paragraph on <br />page (e)-19L (...during the May through September growing season), should be <br />revised. Please amend the wording to clarify that measurements will be made
