RE: Permit No. 08EP1064F for the Kunau Gravel Pit, located at Sec 22 T1 3S R61W, El Paso County,
Colorado.
Dear Mr. Kunau:
The Division received your application and a preliminary analysis was completed. The Division determined that no
emission permit will be required for the above referenced source since the production rate will be 70,000 tons per year
or less. An Air Pollutant Emission Notice, is required, however, since uncontrolled emissions of particulate matter will be
more than 2 tons per. year. ;
This exemption from permit requirements is issued in reliance upon the accuracy and completeness of information
supplied by the applicant and is conditioned upon construction, installation, and operation ?in accordance with this
information and with representations made by the applicant or the applicant's agents. Specifically, this exemption has
been granted provided that the following information is accurate and complete:
1. The production rate does not exceed 70,000 tons per year. Annual records of the actual production rate shall be
maintained and made available to the Division for inspection upon request.
The applicant shall follow the fugitive dust control plan as submitted with the application.
Any changes with respect to the original submittal that would result in an increase in production above 70,000 tons per
year automatically nullify this exemption. Before actually making any such change, you must apply to the Division for a
construction permit based on the anticipated change. A permit must be obtained BEFORE implementing the change.
A Revised Air Pollutant Emission Notice (APEN) shall be filed (Reference: Reg. 3, Part A,II.C):
a. Annually whenever a significant increase in emissions occurs as follows:
A change in actual emissions of five tons per year or more of particulates or PM,o, above the level
reported on the last APEN submitted; or
b. Whenever there is a change in the owner or operator of any facility, process, or activity; or.
C. Whenever new air pollution control equipment is installed, or whenever a different type of
` .. control equipment replaces an existing type of control equipment; or
