Box 459 <br />Florence, Co 81226 <br />Marr Mine <br />Surety Release Oversight Inspection <br />Permit # C-80-006 <br />October 23, 2007 <br />Weather and Ground Conditions: <br />Clear Skies <br />The Mine received snow on October 21 <br />Two to four inches of patchy snow was still on ground throughout the site, with only patchy snow <br />at the load out. <br />Personnel present during the Inspection: <br />Janet Binns, Colorado Division of Reclamation, Mining and Safety (DRMS), Denver <br />Kelly Hodgson, U.S. Bureau of Land Management (BLM), Kremmling Office <br />George Patterson, Kerr Coal Company <br />Bob Peterson, North West Colorado Consultants <br />Elizabeth Shaeffer, Office of Surface Mining (OSM), Denver Field Division <br />GENERAL COMMENTS <br />I participated in a bond release inspection of the Marr Strip Mine October 23, 2007. Kerr Coal Company <br />requested Phase I and II bond release on portions of the Marr Mine and Load out, and Phase III bond <br />release on 381.7 acres comprised of Pit 1, Pit 720, and Marr Pit. <br />Stop 1- Load Out Site and Shop Building <br />The access road to the load out was in fair condition. During the inspection, a motor grader cleaned <br />sediment off the access road. The vegetation in the load out area is in good condition, and the area has <br />good shrub cover. There was no visual evidence of erosion or bare areas through the patchy snow ground <br />cover. We walked around the sediment pond on the irrigation ditch. The pond was discharging clear <br />water (staff gauge at weir read .002). The shop building that remains is an approved permanent structure. <br />Stop 2- Pit 1 <br />After parking on County Road 12E, we walked Pit 1 along the PD3 drainage toward the south. Additional <br />rock was added to the northern end of PD3 immediately east of CR 12E. Vegetative cover in Pit 1 <br />appeared fine. One area of concern in the south west area of Pit 1 had active rill formation. Several of <br />these rills continued through the contour furrows and measured 4-8 inches deep and were from 10 - 40 <br />feet long. Janet Binns used a Trimble unit to take a GPS location to map the rilled area. She notified the <br />group that this area of concern appeared to coincide with the 2.4 acre area eliminated for the June 2001 <br />SL2 Phase 11 proposed decision by DRMS.
