Colorado Department of Public Health and Environment <br />Air Pollution Control Division <br /> <br />McClane Canyon Mining LLC -Surface Support Facilities for McClane Canyon Mine <br />Permit No. 99GA0683 <br />Final Approval -Modification-3 <br />8. Prevention of Significant Deterioration (PSD) requirements shall apply to this source at any <br />such time that this source becomes major for PSD solely by virtue of a relaxation in any <br />permit condition. Any relaxation that increases the potential to emit above the applicable <br />PSD threshold will require a full PSD review of the source as though construction had not yet <br />commenced on the source. The source shall not exceed the PSD threshold until a PSD permit <br />is granted. (Reference: Regulation No.3, Part D, Section VI.B.4.) <br />9. Operating Permit (OP) requirements shall apply to this source at any such time that this <br />source becomes major for OP solely by virtue of a relaxation in any permit limitation. <br />Any relaxation that increases the potential to emit above the applicable OP threshold shall <br />require submittal of and issuance of an operating permit, under Regulation No. 3, Part C. <br />10. The applicant shall follow the most current operating and maintenance plan and record <br />keeping format approved by the Division in order to demonstrate compliance on an <br />ongoing basis with the requirements of this permit. (Reference: Regulation No. 3, Part B, <br />Section III.G.7.) <br />11. This source is subject to Regulation No. 6, Part B, IlI -Standards of Performance for <br />New Manufacturing Processes, C -Standard for Particulate Matter: <br />Particulate Matter emissions shall not be excess of the rate calculated by equation: <br />E=17.31 (p)o.i6 <br />Where E is the allowable particulate matter emissions in pounds per hour, <br />P is the process weight rate, tons per hour. <br />Discharge into the atmosphere shall not exhibit greater than 20 % opacity <br />12. Emissions of air pollutants shall not exceed the following limitations (as calculated in the <br />Division's preliminary analysis). Compliance with the annual lunits shall be determined <br />on a rolling (12) month total. By the end of each month a new twelve month total is <br />calculated based on the previous twelve months' data. The permit holder shall calculate <br />monthly emissions and keep a compliance record on site for Division review.
