4.3 <br />• 4.1.2.3 Future Land Use <br />Existing or pre mining land use is the principle criterion for establishing reclamation <br />objectives. Overall average parity between pre-mining and post•mining land use will be achieved <br />as a result of reclamation; thereby, reestablishing the land use capability of the reclaimed lands. <br />The reclamation objective is for the return of the disturbed area to rangeland and wildlife habitat. <br />Care will be taken to establish an ecotone or transitional area between the two proposed land <br />use types. <br />There is in reality, no alternative use of the reclaimed land in question other than what has <br />been proposed. These uses have been established by the uses of adjacent lands and the small <br />extent of the reclaimed land would not logically support a use other than that of adjacent lands. <br />The uses historically and presently realized in the area (Sections 4.1.2.1 and 4.1.2.2 are a <br />direct result of the isolated nature of the area, extremely steep topography, lack of water, and <br />limited vegetative growth media. <br />• 4.1.2.4 Prime Farmland <br />Based upon soil characterizations, the soils of the McClave Canyon Site would not qualify as <br />prime farmland. A negative declaration, requested from the United States Department of <br />Agriculture, Soil Conservation Service, was provided and is included in Appendix L.
