n <br />U <br />the interruption of farming in Section 25 was the r_sul*_ of assoc- <br />iated disturbance which was permits=_d prior to August 3, 1977, <br />Therefore, it is concluded that the ~T.T.z~,:..5ri.t~ Kne~e~txsx.~h~e~~~eaee+.mptiv~n <br />~e~°- ste,~,,c-,~r~ ~ S~ec?et,i o rw4s~2.4 ~:.3~h . <br />Material Damage to Water Quantity and Quality <br />According to Section 2.06.8(5)(a)(ii) of the Colorado Rules <br />and Regulations, no permit shall be approved if coal mining opera- <br />tions would materially damage the quantity and quality of water <br />in surface and underground water systems that supply AVFs. This <br />rule goes on in Section 2.06.8(5)(a)(ii)(A) to restrict this <br />requirement to those AVFs included in Section 2.06.8(5)(a)(i) <br />• (i.e., to those AVFs found significant to farming operations). <br />As noted in the preceding section of this report, the UTL Site <br />meets the exemption to the interruption of Farming on AVFS. <br />Therefore, the AVF is not ccnsidered to be significant to <br />farming. As a result, the assessment of material damage to AVF <br />water systems in the area of the UTL Site is not required. <br />Identification of essential Hydrologic r^unctions <br />As noted previously, s;~•bars-~',g,~~~ra~~:kaas^.~ob~eeex~i~e;'u~asu~an <br />essestx'acadsesrheyrd~rdorho-g~i-c*w° €r~netio:~n~:af...the~xBVF'-~~~-.the,.-(7,TI„*a~r~e~a.
