At the worst case, the only point of <br />instability which could occur would be at the toe of the slope <br />due to a high buildup of the phreatic surface. Rather than <br />building expensive subdrain systems, it is recommended that a <br />monitoring program be initiated involving the installation of <br />several piezometers located along the toe of the coal refuse <br />piles. If high phreatic surfaces do develop unexpectedly, a toe <br />drain to be built adjacent to the refuse pile could be <br />constructed at this time.
