Sand4ffioading <br />March 15, 2006 <br />Mesa Counting Planning and Development Department <br />Dear Sir or Madam: <br />The proposed project is for Halfiburton Energy Services to offioad fracturing sand from rail cars at <br />the former Snowcap Coal Company load out property in Cameo, CO. This project will truly enhance <br />HaW'burton's ability to service customers on the Western Slope, maintain market share and provide <br />continued and future employment for Mesa County residents. <br />Sand would be delivered in rail cars and would typically be offioaded directly into pneumatic truck <br />trailers within 48 hours. The loaded trucks will transport the sand to well sites where it will be <br />utilized in hydraulic fracturing operations. No permanent structures are planned for this site. Nor will <br />off loaded sand be stored on site. Loaded trucks would depart the same day. Average expected daily <br />volumes would be 3 - 4 rail cars offloaded into 12 -16 trucks accessing the site via I-70 westbound <br />off ramp and departing to well sites via the I-70 eastbound on ramp. The maximum daily volumes <br />would be 6 rail cars and 24 trucks. Please see the attached site plan noting trafFic flows. <br />Halliburton would utilize two under-car belt conveyors to transfer sand from the rail cars to the <br />trucks. The conveyors will be diesel and or gas engine powered of approximately 50 hp. Primary <br />operations will be 6:00 AM to 8:00 PM. However, customer schedules will dictate after hour <br />operations. When unattended after hours the conveyors will be stored in the security area noted on <br />attached site plan. The security area will be approximately 80' X 80' and comprised of 6' chain link <br />fencing with 3 strands of security wire to prevent theft and or loitering. <br />Contractors coming on site in addition to Hall~burton while not limited to, will include primary <br />contractors of Brady Trucking and T&R Trucking. Both primary contractors' truck will be arriving <br />from the east and transporting sand back to the east. Sanitary facilities will be a contracted Port-A- <br />Potty with regular service. There are no current requirements for utility services as the conveyors are <br />self contained. Temporary lighting will also be utilized for after hour operations to ensure a safe <br />environment for employees working on site and.
