INTRODUCTION <br />The Terror Creek LLC ("TCLLC") operates a coal loadout facility (Terror Creek <br />Loadout) located near Bowie, Colorado. Operation of the facility began in February, <br />1983. Coal that is purchased from local mining companies is screened and loaded <br />on the railroad by this facility for shipment. <br />Geographic Setting <br />The TCLLC, Terror Creek Loadout facility is located approximately one half mile <br />south of Bowie, Colorado, off the Bowie Road as shown on figure 1, General <br />Location Map. The facility is adjacent to the main line of the Union Pacific Railroad. <br />The elevation of the site is approximately 5,885 feet above sea level. Access to the <br />Bowie road and loadout site is by State Highway 133 which passes east-west <br />through Somerset and Paonia, Colorado in Delta County. <br />Size and Configuration of Planned Operations <br />The loadout facility is designed to size coal at the rate of 500,000 tons per year on a <br />one shift per day, five day per week basis. The area necessary to facilitate the <br />loadout facility sizing operation and associated structures is approximately 13.6 <br />acres in a 20 acre permit area. <br />The facility crushes, sizes and loads coal which has been purchased from mining <br />operations in the North Fork of the Gunnison River Valley. <br />The facilities consist of a scale, truck dump, conveyor belts, coal crusher, screens, <br />stockpiles, a railroad loadout unit and support buildings. TCLLC provides a <br />necessary market for small producers in the area by purchasing coal for sizing and <br />shipment to TCLLC customers. The area utilized by TCLLC for its loadout facility has <br />been historically used for agricultural purposes. TCLLCC owns the surface which <br />the facility occupies. <br />MR-2~,~ -1- Rev.
