Doc Date:1211112001 <br />III IIIIIIIIIIIIIIIi <br />SI~~ 2.03 APPLICATION FOR PERMIT FOR SURFACE COAL MINING AND <br />RECLAMATION OPERATIONS: MINIMUM REQUIREMENTS FOR <br />LEGAL, FINANCIAL, COMPLIANCE, AND RELATED INFORMATION <br />2.03.1 Objective <br />The objective of this Section is to insure that the Division receives <br />all relevant information regarding ownership and control of the <br />underground coal mining operations, the ownership and control of <br />property to be affected by those operations, the compliance status and <br />history of Bear Coal Company, and other important information. <br />2.03.2 Responsibilities <br />Within this application, the Bear Coal Company has provided the Division <br />with information for approval of a coal mining and reclamation revision <br />under the requirements of the Colorado Regulations for Coal Mining. As <br />discussed throughout the course of this revision, the format will <br />parallel the Colorado Coal Mining Regulations. The application will <br />focus on the requirements of Rule 2, specifically Rule 2.04, Rule 2.05, <br />and certain aspects of Rule 2.01, 2.02, 2.03, and Rule 2.06. Rule 4, <br />Environmental Performance Standards, will be included to generally serve <br />as a cross reference to the main text of this report. <br />2.03.3 Format and Suoolemental Information <br />The Bear Coal Company has endeavored to delineate information in this <br />application as clearly and concisely as possible, consistent with the <br />scope of the various regulations involved. Special care has been taken <br />to support all information by technical references or other appropriate <br />authorities. Likewise, attention has been given during the development <br />of this application to document all conclusions with sound technical <br />data. <br />. The overburden, underburden, soils, water, and coal were analyzed for <br />chemical and physical properties by several qualified laboratories. <br />2.03-1 <br />
