III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division). This former, contour strip operation is bond <br /> revoked. All remaining funds from the bond revocation at this site were spent in 2004 for <br /> ditch repairs. Ground conditions on this day were dry and the weather was clear and mild. <br /> Hydrologic Balance <br /> Ponds 15-P11, 15-P12, 15-P2, 22-P10, 22-P5, and 22-P6 were all found dry. Continued lack <br /> of significant snowfall and windy winter conditions have resulted in no significant runoff at this <br /> site. Sediment levels are significant in many of the ponds but all ponds continue to provide <br /> some sediment control at this revoked site. <br /> Revegetation <br /> South-facing areas are showing signs of green-up with smooth brome leading the way. <br /> North-facing slopes continue to be in a late winter condition, likely due to cooler soil <br /> temperatures. No cattle were present on or adjacent to the reclaimed areas at this site. <br /> Overall, the site appeared in average condition for the winter season. <br /> 3 <br />
