III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> The purpose of this partial inspection was to inspect the construction of the Bear Creek vent shaft facilities.Joe <br /> Dudash conducted the inspection while Jim Kiger represented the operator. Tom Anderson,the operator's <br /> engineer for the project,was also on site.The weather had been dry and warm for several days. <br /> The road up Bear Creek canyon was in good condition and was passable.Due to recent snowmelt,a couple of <br /> road sections were wet and muddy.However,a dozer was working on these muddy sections of road. The <br /> operator was using a fabric underlayment to help stabilize the muddy sections of road. <br /> Construction of the vent shaft pad was in progress.Two excavators were digging into the east hillside,where <br /> topsoil had already been removed, in a cut and fill operation.The excavated dirt was being screened to separate <br /> the rocks from the dirt.The dirt was,then,being placed onto the pad,graded and compacted.A sheeps-foot <br /> compactor was on site.Ahead of the excavators,a front end loader was taking off topsoil from the hillside and <br /> transporting the topsoil to the south end of the pad area,where a small dozer was pushing the topsoil into a pile <br /> for storage.The vent shaft pad will be raised another 6 to 8 feet in height until it is about level with the Bear <br /> Creek canyon road. On the north side of the pad,the vent shaft steel collar was being raised and concreted <br /> section by section to coincide with the raising of the dirt pad. <br /> A 6 foot diameter concrete pipe was installed beneath the raised vent shaft pad to allow Bear Creek to flow <br /> underneath the pad.The concrete pipe had been installed in sections.Each sectional joint has a gasket and was <br /> grouted to prevent leakage. Currently,the Bear Creek water is still being diverted through a 12 inch diameter <br /> pvc pipe that originally had been used to allow for the construction of the concrete pipe.The coffer dam that had <br /> been used upgradient of the pad has been removed.Riprap has been installed at the inlet and outlet areas of the <br /> concrete pipe. <br /> Straw bales and waddles were being used on the downgradient end of the construction site for sediment control. <br /> It would be a good idea to extend the line of straw bales and waddles further downgradient,however,since the <br /> topsoil stockpile directly above is growing in volume. . <br /> The Bear Creek vent shaft construction site was neat in appearance and the construction work was very well <br /> organized. The location is in a narrow canyon with not much area to work in. <br /> c:/word/elkcreek/insp03O9 <br />
