II. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe <br /> any enforcement actions taken during the inspection and the facts of evidence supporting the enforcement action. <br /> Coal Ridge C-1984-065 <br /> 17 March 2009 e::;� <br /> This was a complete inspection of the Coal Ridge Mine in New Castle, Colorado. The inspection was <br /> conducted on 17 March 2009 by Jim Stark of CDRMS. The mine has been reclaimed and has undergone <br /> a Phase II Bond Release. The weather was warm and sunny and the ground was dry. <br /> Mine Availability of Records: All of the necessary records were available at the Garfield County <br /> Courthouse in Glenwood Springs. Given that the Coal Ridge Mine is reclaimed and the records are kept <br /> in the courthouse, they are in remarkably good condition. See the records checklist at the end of this <br /> inspection for more details. <br /> Signs and Markers: All of the permit boundary markers were in place. The mine ID sign was in place <br /> and in good condition. The mine ID sign contains all of the necessary information. <br /> Roads: The road that remains on the site runs from the mine entrance up to the portal bench. The road <br /> was dry and appeared to be stable and in good condition. No ruts or erosional problems were noted on <br /> the road at the time of the inspection. The portion of the road at the"Y" area that continues on the <br /> reclaimed facilities area is beginning to fill in with vegetation from lack of use. <br /> Hydrologic Balance: -The sediment pond was dry at the time of the inspection. The pond embankment <br /> was well vegetated and stable. No erosional problems were noted at the time of the inspection. <br /> - The ditches were all dry at the time of the inspection. They were all well vegetated and stable at the <br /> time of the inspection. <br /> - The remaining culverts were clear at the time of the inspection. <br /> Backfilling and Grading: - The backfilled and regraded areas of the Coal Ridge Mine all reamin stable <br /> and well vegetated. No erosional problems were noted on any of the areas of the mine. <br /> Revegetation: The entire site has been revegetated. The vegetative cover on the site was overall very <br /> good at the time of the inspection. The vegetation was beginning to turn green. Overall, the reclamation <br /> on the site is good. <br /> This concludes the 17 March 2009 inspection report for the Coal Ridge Mine. <br />
