III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Joe Dudash of the Colorado DRMS. The Hawksnest Mine is a <br /> revoked underground mine site that was reclaimed by the State using the forfeited reclamation bond money. <br /> Since October 22,2005,the Hawksnest Mine has a reduced inspection frequency of one complete and three <br /> partial inspections per year. There is an east section and a west section of the mine site. There was no snow <br /> cover at the site,although the ground was a little wet from a recent precipitation event. <br /> Roads <br /> There are no roads directly associated with the reclaimed mine. The county road that runs past the mine was <br /> passable and in good condition. Some soil material from the two small mudslides adjacent to the county road <br /> had reached the county road but had been graded off.The west section of the mine can be accessed by way of a <br /> DMEA substation access road.However, a parked coal train prevented inspection of the west section of the <br /> mine. <br /> Hydrology <br /> As previously mentioned,access to the west section of the mine was blocked by a parked coal train.However, <br /> the sediment pond on the other side of the tracks appeared to be dry. The pond embankment appeared to be well <br /> vegetated and stable. <br /> At the east section of the mine,the two riprapped channels downgradient of the two county road culverts were <br /> functional and had enough capacity.The riverside berm at the east section of the mine also was functional. <br /> Reclamation <br /> There was no evidence of slope instability with any of the backfilled areas.There were no indications of <br /> erosional problems as well. <br /> c:/word/hawksnest/insp03O9 <br />
