culvert which crosses CR 51. The piezometers will be used to collect baseline data on the <br />subsurface hydrology. Approximately two years worth of data will be gathered before <br />groundwater is exposed during Phase 3. <br />The trigger points to establish if groundwater is mounding and/or shadowing, will be if the <br />monitoring wells shows three consecutive months of differences of 18-24 inches or greater <br />from the seasonal groundwater data collected prior to dewatering operations. The Applicant <br />has agreed to provide the Division with the monthly monitoring well data on a quarterly <br />basis, except in the event that the monitoring wells show three consecutive months of <br />exceedance of the 18-24 inch trigger in which case Journey Ventures, LLC will notify the <br />Division within 48 hours. At such time, the Division will work with Journey Ventures, <br />LLC to identify the additional mitigation measures or potential solutions. If it is determined <br />that impacts to the groundwater elevations are the result of dewatering actions at the <br />Journey Ventures Pit, a perimeter drain will be installed around the slurry wall. <br />Dewatering of the Journey Venture Pit will occur between Phases 3-11. During the <br />dewatering of the pit, recharge ditches will be installed around the perimeter of the active <br />phase(s) such that the ditches convey water back to the alluvial aquifer. The recharge <br />ditches will contain internal checks which will maintain head to recharge the alluvial <br />aquifer. As the dewatering flows are increased, the recharge ditches will overtop into a <br />lateral which will convey the excess water to the culvert located at the southeast corner of <br />the permit boundary. This mitigation measure will help to ensure that the seasonal flows of <br />the wetland are maintained. The Army Corps of Engineers has determined that the <br />wetlands on the Journey Venture Pit site are jurisdictional and therefore will require the <br />Applicant to obtain a (404) permit prior to disturbing the wetlands. The Applicant has <br />committed to obtaining a (404) permit prior to disturbing the wetlands. <br />The proposed post mining land use for the Journey Ventures Pit is a developed water <br />resource. The Applicant has provided the Division with the projected amount of water to <br />fill the reservoir as well as the anticipated source of the water as required by Rule 6.4.7(4). <br />The Division requires the Applicant to demonstrate the ability to achieve the post mining <br />land use during the review process. If the Applicant has failed to achieve the approved post <br />mining land use at the time of release, the Division would deny the release and the <br />Applicant would be required to change the post mining land use through an amendment to <br />the reclamation permit. In addition, issues related to water rights and the design <br />specifications of reservoirs are under the jurisdiction of the Office of the State Engineer. <br />The Division is satisfied that these issues have been resolved. <br />4. Rule 6.4.4(a)(e) Exhibit D - Mining Plan <br />The following objectors raised concerns on the time line for the project: <br />• Ron Baker - In the application, it is stated a bentonite wall may be constructed from <br />phase 3 to phase 11 in order to dry mine. This seems vague and the targeted time <br />frame to do this is certainly spread out. I believe a 25+ year plan to mine this site is <br />way too much. This site will adversely affect surrounding neighbors in many ways. <br />If there is truly a demand for the material, it should be mined more expediently.
