KS <br />-1977-210 If W10109 <br />Continental Materials Corporation <br />Overview of Revision: The Snyder Quarry is being reopened for full production rather than the <br />occasional production that has occurred for the last several years. In the process of accomplishing <br />this the entire status of the site and the plan has been reviewed to determine whether any changes <br />are needed and whether the bonding is sufficient to include the entire permit. This revision <br />includes all of the changes needed to implement this full scale production plan. No changes are <br />made to the reclamation plan and only minor changes are made in the mining plan. Those <br />changes in the mining plan do not influence the overall reclamation plan or its details. However, <br />there is a change in the direction of mining which will allow mining to be more efficient and will <br />create a better sequencing and control over the final topography. A set of new bond calculations <br />are also provided. The existing bond appears to be sufficient to cover the quarry using these <br />changes. <br />Final Disposition of the Shop Structure: It has been decided that the shop structure should <br />remain after completion of the reclamation. This building is not in conflict with the final land use <br />as wildlife habitat or rangeland. The building is an asset that could continue to be used in the <br />post-mining condition. Castle Concrete owns the land and the building and the company should <br />be allowed to use the building after completion of the mining. In the event the land is sold it <br />could well be useful for a subsequent owner. The presence of the building is not in conflict with <br />El Paso County land use rules as they stand at this time as the entire site and its facilities are <br />grandfathered. In the event of default on the permit, the building could be an asset in the <br />subsequent disposal of the land after reclamation of remaining disturbances. It is therefore <br />desired that the removal of the building not be considered a part of the reclamation plan. The <br />access road into the quarry will remain after reclamation and therefore the building can be a part <br />of those features that remain useful in a post-reclamation situation. <br />Expansion of the Mining Northward: In the current plan, it was intended that the mining <br />progress in a northward direction from the current pit. After consideration of this direction, it has <br />been determined that mining southward from the north boundary is more efficient and effective. <br />Sediment control is more easily accomplished in a north to south direction. Starting at the two <br />high points on the north boundary and working downhill avoids any chance of slope failure that <br />could occur if mining south to north. Also, control of final bench elevations and configuration is <br />more easily accomplished mining north to south. Reclamation is also implemented directly <br />behind the mining because as the mining progresses down the valley reclamation would be <br />immediately implemented as each area is finished. Mining south to north, the ability to reclaim <br />mined areas downhill from new mining is difficult as many downhill areas are needed in the <br />mining.
