In order to avoid the confusion created by too many overlapping yearly lines, only the graded areas
for each year are shown on Exhibit 19-1, Backfilling and Grading Plan. The facilities including utility
lines, haul roads, drainage and sediment control structures, and the dragline erection pad are illustrated
on Exhibits 12-2, 13-1, and 13-2, and are described in Tab 13. Reclamation costs are discussed under
Tab 25, Bonding.
The Tie-Across Haul Road (TAHR) is included in Permit C-1982-057 but the acreage associated
(96.6) is separated from the backfill and grading schedule and the reclamation schedule because of the
physical separation and the current uncertain fate of the road, due in part to potential future mining in
western Routt County that could require the use of this road. SCC proposes that the road be left
inplace until the year 2030.
Reclamation Scheduline
Action Taken
• Bonds procured
• Sediment Control
• Topsoil removed and stored
• Rough grading
• Final grading (Phase I bond release
is ready for implementation)
• Spoil sampling
Time Period
Prior to mine disturbance
Prior to mine disturbance
Prior to mining excavation
Prior to creating 4 spoil ridges or less than
180 days unless approved by variance (see Exhibit
19-1)
Per schedule shown on Exhibit 19-1
After final grading is completed and prior to
soil replacement in areas shown on Exhibit 6-6
• Postmine Channel Construction
• Areas which are severely compacted
will be ripped on the contour, and
topsoil replaced from stockpiles
or direct hauled
Permanent channel construction including riprap
installation will be completed within one year of
completion of the final grading of adjacent backfill
slopes, and prior to topsoiling of area adjacent to
the channel.
Within one year after final grading is
completed, provided the area is not required
for facilities as described in the Projected
Backfilling and Grading Schedule section
TR-61 8 Revised 10/08
