Sections 2.04.9 and 2.05.4(d) have been revised for the purpose of <br />addressing Prime Farmland designations and topsoil redistribution in prime farmland areas. <br />Dear Marcia, Sandy, and the Colorado Division of Reclamation, Mining, and Safety: <br />We are strongly objecting to Revision TR57 at this time for these reasons. Mary Lou Morgan <br />had complete knee surgery replacement a week ago, and Frank and Mary Lou just returned home <br />this last week and until yesterday March 17''', we did not have a newspaper as we were also gone. <br />We have never had any knowledge of This TR57. We did not know that it had been submitted <br />nor has any copy of it ever been sent to Frank Morgan. As EVERYONE is well aware of, Mr <br />Morgan has to have all special equipment to read with and can not drive so even if it was at the <br />court house which no one knew, he could not go up there and read it. When we met with Ross in <br />March and in September 2008, TR57 was going to be in the works, but at that time there was NO <br />TR57 that we were aware of nor had any NEW TR57 been published in any Forum so that we <br />knew to go to the court house and read it and get Mr. Morgan a copy. Since TR57 directly <br />affects Mr. And Mrs. Morgan and all of their property, it is unjustified to give a 10 day objection <br />period under the circumstances. Marcia sent 80 pages for Mr. Morgan to read on March 18t''. , <br />2009. It is impossible to read and comprehend all of those pages in two days. Ross Gubka told <br />us that he would get us a copy of any revisions before he submitted them so that we would have <br />an opportunity to look them over and work any issues out before they were submitted. Ross took <br />down our thoughts and a lot of productive answers were given by Ross and we thought we were <br />all on the same page on most everything. However, if this TR57 was actually submitted in <br />March of 2008, then it carne about right after you guys all had your meeting which we weren't <br />allowed to come to and this TR57 was drawn up then and our meeting with Ross was just an <br />afterthought and we were never told that it had already been submitted. There is no one in the <br />entire family that has seen any of this revision, nor heard about it. We are requesting an <br />additional 10 days to read and reveiw TR57 before it is accepted.. Even in the letter to you on <br />October 1,2008, we reserved the right to object to any future revisions and in the content of that <br />letter, you will note that we were not aware of TR57. <br />We are objecting to TR57 at this time until we have a few days to read it and then any objections
