The letter states that the excavated stabilized slurry will be
screened in the field to determine the subsequent handling of this
material. I do not have the benefit of reviewing the previously
approved management plan. I assume that the 1,000 ppm screening
threshold is a conservative cutoff to decide if something should be
classified as a solid or hazardous waste. I have no objection to
managing the excavated stabilized soil/slurry mixture in this fashion if
this procedure was contained within a previously submitted management
plan reviewed and approved by Teresa Bennett. If not, I assume the
screened and segregated soil/slurry will be tested at some regular
frequency to verify that the stockpile below 1,000 ppm is a solid waste,
while the greater than 1,000 ppm containerized soil/slurry mixture is a
hazardous waste before they are disposed of.
With the above comments in mind, and assuming they will be addressed in
a fashion acceptable to the Department, I approve the February 16, 2007
revision to the waste management plan and recommend that it be
implemented immediately.
Please reply to this email or call if you have any additional
questions.
Walter Avramenko, Unit Leader
' Hazardous Waste Corrective Action Unit
Solid and Hazardous Waste Program
Hazardous Materials and Waste Management Division
' Colorado Department of Public Health and Environment
HMWMD-HWC-B2
4300 Cherry Creek Drive South
' Denver, CO 80246-1530
303-692-3362
FAX: 303-759-5355
' walter.avramenko@state.co.us
1 >>> "Sergius Hanson" <serge@e-21en ing eering.com> 02/16/07 1:24 PM >>>
Walter -
Please review and e-mail or call me - we are ready to begin free
product
6/9/2007
