' ADDENDUM <br /> TO <br />' INTEGRATED CORRECTIVE ACTION PLAN <br /> Colorado Spill Incident No. 2006-1029 <br /> Bayshore Pipeline Release <br /> Firestone, Colorado <br />' June 20, 2007 <br />' 1.0 Incorporation of CDPHE Comments in Emails <br /> As stated in Item No 1. in the letter dated March 20, 2007, CDPHE requested that <br />' comments contained in emails dated January 23, February 6,12,16, and 27, 2007 be <br /> incorporated in modifications to the Integrated Corrective Action Plan (ICAP). The <br /> emails and pertaining discussion are included in the following sections. A copy of each <br />' of the emails is included in Appendix 1. <br /> 2.0 Emergency Response Activities (Rocky Mountain Pipeline, March 2, 2006) <br />' As stated in the letter from CDPHE dated March 20, 2007 as Item No. 2, information <br /> regarding the emergency response activities conducted by Rocky Mountain Pipeline <br /> (RMP) is provided. E-21 obtained the report from RMP documenting the emergency <br /> response activities performed during and after the pipeline release. <br /> In summary, 46,200 gallons of gasoline were estimated by RMP to have been released. <br /> RMP excavated and disposed of 468 cubic yards of petroleum-impacted soils. A small <br />' portion of the impacted soil was transported to Allied/BFI Tower Road Landfill in <br /> Commerce City. Most of the impacted soil was transported to Waste Management <br /> Buffalo Ridge Landfill near Keenesburg, Colorado. Approximately 1,200 gallons of <br /> petroleum-impacted groundwater was pumped from the excavation made to repair the <br /> pipeline. The water was treated on site in frac tanks for future disposal at Arvada <br /> Treatment Center. The work was completed between October 30, 2006 and December <br />' 7, 2006. The RMP report and waste disposal manifests are included in Appendix 2. <br /> 3.0 Water Well Search Results <br />' The CDPHE also requested completion of the search of registered and unregistered <br /> wells in Item No. 3 of the March 20, 2007 letter. E-21 performed a water well search by <br /> obtaining records from the State Engineer's Office. According to the state records, there <br />' are 4 wells reported to be within a '/2-mile radius of the release site. They are all located <br /> in the northeast quarter of the northeast quarter of Section 2, Township 2 North, Range <br /> 68 West of the 6th Principal Meridian. Well information is listed on Table 1. The <br />' approximate well locations are shown on Figure 2. <br /> The wells are reportedly used for domestic and irrigation supply and appear to be <br /> installed in the alluvial aquifer with depths ranging from 22 to 30 feet with reported water <br />' levels of 6 feet. The wells are at least '/-mile from the release site and are located to <br /> the south of the St. Wain River. The St. Wain will act as a hydrologic divide. Based on
