IV. EVALUATING APPLICABLE STANDARDS/RISKS DETERMINATION
A. The applicant should provide a description of any applicable standards,
guidance, or remediation objectives (federal, state, or other) establishing
acceptable cleanup levels for contaminants in the soils, surface water, and
groundwater.
For this ICAP, E-21 proposes to use the soil cleanup levels in Table 1 from the
CDPHE, Hazardous Materials and Waste Management Division, Soil Cleanup
Levels (March 2005) protective of groundwater for benzene, toluene, ethyl
benzene and total xylenes. The cleanup standard in soils for these contaminants
are summarized below:
Tnhla I\/ Al Snit r1Pnnun Standard
Contaminant Benzene Toluene Ethyl
Be
e Total Xylenes
Name mg/Kg mg/Kg n Kg mg/Kg
Cleanup 0.17 104 85 1,000
Level
E-21 proposes to use the current CDPHE, Water Quality Control Commission,
Basic Standards and Methodologies for Surface Water (5 CCR 1002-31) for
benzene, toluene, ethyl benzene and total xylenes. The cleanup standard in
groundwater for these compounds is summarized below:
Tnhlc 1\/ A7 ('-rni inriwntar I^lanni in Standard
Contaminant Benzene Toluene Ethyl
Benzene Total Xylenes
Name ug/Kg ug/Kg
g Kg ug/Kg
Cleanup 5 700 1,000 1,400
Level
B. The applicant should provide a description of the human and environmental
exposure to contamination at the site based on the property's current use and
potential future uses including:
' - A table or list of site contaminants indicating which media are
contaminated and the estimated vertical and areal extent of contamination
in each medium.
There are three areas where gasoline contaminants exist or likely, exist. These
include:
1) the pipeline "release area" within the right-of-way" located at the
intersection of the slurry wall and the Rocky Mountain Pipeline;
2) the incomplete "slurry wall excavation" located immediately to the west
of the pipeline release area; and,
3) the "Slurry Holding Trench" located immediately east of the pipeline
release area.
The highest known level of soil contamination for each of the compounds is
summarized below:
13
