I. INTRODUCTION <br />1.01 General <br />On behalf of Front Range Aggregates, Lyman Henn, Inc. (Lyman Henn) has prepared this <br />report as a portion of the Mining and Reclamation Permit Application in order to obtain the <br />Regular (112) Mining and Reclamation Permit for the subject facility. The full permit <br />application will be prepared and submitted by Applegate Group, Inc. In compliance with the <br />Rules and Regulations established by the State of Colorado through the Mined Land <br />Reclamation Act, the Division of Reclamation, Mining and Safety (DRMS), and the Mined <br />Land Reclamation Board (Board), the following materials outline Front Range Aggregates' <br />proposed mining and reclamation plans for the subject affected land. Specifically, this report <br />encompasses submittal of sections of five exhibits required for a DRMS permit. These exhibits <br />are: <br />¦ Exhibit B - Index Map <br />¦ Exhibit C - Premining Plan and Affected Lands <br />¦ Exhibit D - Mining Plan <br />¦ Exhibit E - Reclamation Plan <br />The subject facility is located in Parkdale, Colorado and encompasses the southwest side of <br />Cactus Mountain, north of Front Range Aggregates' active gravel mining operation which lies <br />on a terrace on the north side of the Arkansas River. The total disturbed land within the limits <br />of mining will be approximately 63.6 acres. This permit application will allow Front Range <br />Aggregates to mine to a bottom elevation of 5300 ft above sea level, excavating an estimated <br />volume of 25.1 million cubic yards of rock and overburden. <br />The base map for the quarry has been provided by Front Range Aggregates. This map is based <br />on aerial photography which has been digitized to produce a topographic map. The base map <br />was used in the preparation of this mining and reclamation plan including conducting <br />geotechnical evaluations of pit slope stability of the future mined areas. <br />1.02 Background Data and References <br />Geotechnical evaluations for the granite quarry portion of this permit application relied on <br />information and data from the following three field studies: <br />1. CTL/Thompson, Inc., 2002. Study included four rock core borings. <br />2. J.A. Cesare and Associates, 2004. Study included two rock core borings, rock <br />mapping, and laboratory testing. <br />3. Lyman Henn, Inc. 2007. Study included rock mapping. <br />1.03 Observational Method <br />This permit application describes in detail an "Observational Method" to mine slope <br />development which will be implemented at the quarry. The highwall and bench configuration <br />shown represents the most aggressive scenario. The observational method will be used to <br />develop actual highwall and bench configurations based on observations of actual rock mass <br />behavior as described below. Maximum build-out benches and highwalls will consist of 50 ft <br />wide benches and 40 ft highwalls from the highest elevation in the northeast corner of the <br />mining limits down to elevation 5800 feet above sea level.
