V. EXHIBIT E - RECLAMATION PLAN <br />5.01 Overburden / Topsoil Placement <br />Traditional topsoil is not readily abundant on the subject facility site. The overburden present <br />consists of approximately 5 ft to 10 ft of sand and weathered granite. Overburden will be <br />removed and stockpiled within the mining limits until it is needed in reclamation. <br />It has been determined that slopes above elevation 5800 ft will have the most public visual <br />impact. Therefore, slopes above elevation 5800 ft will be developed by leaving intentional <br />short breaks in the highwalls and leaving diagonal haul roads in place to break up the horizontal <br />lines created during standard highwall and bench mining. This method of reclamation will <br />present a more aesthetically pleasing alternative than backfilling continuous benches. The <br />benches will be backfilled with overburden material at a slope ranging from 1.5:1 <br />(horizontal:vertical) to 1.75:1 (horizontal:vertical) depending on the backfill material and the <br />degree of compaction. Where and when final benches are available for backfill, overburden <br />will be placed on the bench, shaped, and graded. Minor instability in the backfilled slopes <br />should only be surface instability and minor slides will also help to produce a more natural <br />looking slope. In some locations, unavoidable, localized, minor blocks and wedges will likely <br />slide from the highwalls and benches which will serve to further break up the symmetry of <br />mining and create more natural looking reclaimed slopes. As vegetation is redeveloped the <br />surface will become more stable. <br />Slopes below elevation 5800 ft will not be backfilled as they will underwater when the pit <br />becomes used as a water storage reservoir. <br />5.02 Grading <br />Grading of fill material will be performed on benches at elevation 5800 ft and higher. In <br />general, fill material will be graded to slopes appropriate to the soil type and terrain of the area. <br />Slopes will be graded to minimize erosion and to facilitate revegetation. Backfill at the stated <br />slopes will not completely cover the highwalls, and the upper portions of the highwalls will <br />remain as highwalls. The maximum graded slopes will vary between 1.5:1 and 1.75:1 <br />(horizontal:vertical). Final grading will create a surface that is variable and somewhat irregular <br />to give a more natural appearance while effectively carrying away drainage. <br />5.03 Revegetation <br />Revegetation details will be provided by Applegate Group, Inc. <br />5.04 Schedule <br />The schedule of mine development and reclamation will be provided by Applegate Group, Inc. <br />\\Server0l\common\PROJECTS\106052-000 Parkdale Mine Plan\R.
